Heat Treatment of Wooden Packing Material (WPM) as per ISPM-15 & NSPM -09 Approved by Central Government of India for Export as Per International Trade

Wood packaging material such as crates, boxes, packing cases, Dunn age, pallets, cable drums, and spools/reels etc are used for packing exportable goods can be carriers of various insect pests and diseases like borer, mites, termites and fungi, bacteria’s, etc. Due to liberalization of trade consequent upon signing of WTO agreement many countries have imposed varied and stringent phytosanitary measures to safeguard their forest and biodiversity from exotic pests. WTO has adopted International Plant Protection Convention (IPPC) 1951 as standard setting body which harmonizes the phytosanitary measures with participation, consent of all member countries in the form of international standards. All member countries have signed the instrument of adherence; INDIA is one of the signatories to this convention since 1952. ISPM-15 is one of such standard which describe internationally accepted phytosanitary procedure including treatment and that may be applied to wood packaging material by all countries to reduce significantly the risk of introduction and spread of most quarantine pest that may be associated with packing material. These phytosanitary measures should be accepted by all (NPPO) National Plant Protection Organization as the basis or authorizing the entry of wood packaging material without further specific requirement. These guidelines covers overall form of wood packaging material that may serve as pathway for pests for posing a pests risk mainly to living trees and other biodiversity.

There are two types of treatment listed under ISPM-15 to disinfest the pest from wood packaging material. 

• Fumigation with Methyl Bromide @ 48gm/cum with exposure for 24 hrs.
• Heat treatment with core temperature at 56°C for half hour.

Methyl Bromide Fumigation

Fumigation continues to play an important role among the moderate techniques which are needed to preserve food for growing world population. Apart from this the export consignment whether Engineering. Automobile, Software or Agriculture produce whether raw or finished, is under the risk of insect pest attack due to the packing material used like timber, wooden pallets, dun age, rice straw or other plant originated material are mainly used for the Import/export of pest quarantine significance.

Heat Treatment

With the recent finding on Methyl Bromide properties of ozone depleting agent and considering the global warming, the other alternative method being approved is forced hot air treatment to all such wood packaging material in accordance with the specific time-temperature schedule that achieves minimum wood core temperature of 56°C. for a minimum of 30 minutes.
